How come Cyprus manages with more heat and less rainfall? Something to do with putting investment before profit and just generally planning ahead.
We need a new system. One overall state run body that is able to take a long term view, 25 years or more. Free from the short term share price dictates - we could then invest in new infrastructure and adapt to a changing world. Never forget that there are still places in our world where there is no clean drinking water, and certainly no worries about having enough water to wash two cars and keep the lawn green!
